Southeast Asia Primary Learning Metrics (SEA-PLM): the Domain Technical Review Panels (DTRP) Meeting

SEAMEO QITEP in Science again took part in the Southeast Asia Primary Learning Metrics (SEA-PLM): the Domain Technical Review Panels (DTRP) Meeting on 11st-13th February 2015 at S31 Sukhumvit Hotel, Bangkok, Thailand. The meeting was supported by the SEAMEO Secretariat and UNICEF EAPRO.

The SEA-PLM is the only metrics available in the Southeast Asia countries at the primary level which will reflect the values of the Southeast Asian region. It is a contextually relevant set of metrics to measure learning outcomes at the primary level for countries in the Southeast Asian region. It is the learning that will be measured across three key domains: numeracy, literacy, and global citizenship. The metrics focus on children who are normally in Grade 5 at school so that learning issues can be identified and addressed at an early age. The instruments of SEA PLM include a school/ student context survey to allow an in-depth analysis of the key factors impacting learning.

The SEA-PLM aims to better measure and understand the status of learning achievements; to build the technical and analytical capacities of national examination and assessment staff; to strengthen technical collaboration on learning assessment and standards across education systems among SEAMEO member countries; and to improve the quality of education through system-level monitoring of learner achievement. This programme has been strongly endorsed by the SEAMEO member countries.

The Centre was represented by Dr. Indarjani, the Deputy Director for Programme for the Literacy Domain, Mr. Reza Setiawan, the Head of Programme Division for the Numeracy Domain, and Ms. Lili Indarti, the Head of Secretariat for the Global Citizenship Domain.

The meeting was also attended by experts from various professional assessment agents from around the world.
