Introduction
Southeast Asian Ministers of Education Organization (SEAMEO) Regional Centre for Quality Improvement of Teachers and Education Personnel (QITEP) in Science is one of education and training institutions that is responsible for providing education and training for Science teachers. The efforts to improve the quality of the training’s management, system, material, and evaluation conducted by SEAMEO QITEP in Science will directly affect the empowerment and improvement of the teachers’ competence. One of the efforts is through various research-tested modules development. Therefore, conducting research and development is included in the vision and mission statement of SEAMEO QITEP in Science.
Based on the mandate of the 3rd Governing Board Meeting (GBM) in 2012, QITEP in Science is recommended to start developing research. This recommendation is strengthen with the support of Governing Board (GB) Members in the 4th GBM in 2013, in which QITEP in Science is recommended to start conducting research activities in 2014. In line with the main focus of the institution which is stated in the 2nd FYDP 2015/2019, the research that will be developed by QITEP in Science are related to the implementation of inquiry-based Science learning.
Funded by the Ministry of Education and Culture of Indonesia in 2015, QITEP in Science invites teachers and education personnel (teachers, headmasters, supervisors, and trainers for the government’s institutions) to be involved in the research related to the implementation of inquiry-based Science learning to improve the quality of Science teachers and personnel’s competence.
Objectives
The objectives of Science Training Model developed by SEAMEO QITEP in Science are:
- To socialise and improve the understanding on inquiry-based Science learning, in line with the objective of SEAMEO QITEP in Science that is to improve the quality of Science teachers and education personnel;
- To ensure the development of excellent research, especially those that apply inquire-based Science learning;
- To improve the quality of education and training, in line with the need of Science teachers and education personnel in SEAMEO member countries which is based on research;
- To disseminate the results of the research in the form of inquiry-based training model presentations in various forums and media;
- To produce inquiry-based Science learning model or supervision that can improve the quality of learning process in Science classrooms.
Target
The target of Science Training Model Development in the form of research are Indonesian Science teachers and education personnel that become the researchers and the objects of the research.
Description
The inquiry-based Science learning and research program will be held in ASEAN countries. The research that will be selected for accepting funds are direct research on the development of inquiry-based Science learning. SEAMEO QITEP in Science will form an assessment team that will select 12 proposals to accept the funds from SEAMEO QITEP in Scince worth Rp 15.000.000. The components included in the funds are:
- Honorarium for the research (maximal 30%)
- Research operational expenses, including dissemination expenses in scientific forum (minimal 70%).
The research are able to accept funds from other institutions, yet SEAMEO QITEP in Science is still listed as the sponsor of the research.
The requirements are:
- The researcher (team or individual) is education personnel (teacher/headmaster/supervisor/trainer for the government’s institutions).
- Topic of the research proposal is improvement of teachers and education personnel’s competence in Science in implementing inquiry-based Science learning. The chosen topics are:
- Inquiry-based Science learning supervision in class
- Inquiry-based Earth and Space Science learning
- Laboratory management to support inquiry-based Science learning
- Inquiry-based Environmental education
- The use of information and communication technology in inquiry-based Science learning
- The impact of inquiry learning implementation to students
3. Duration of the research should not exceed eight months, starting from April 2015 to the reporting on the research result on November 2015.4. Submit the research proposal to the assessment team of SEAMEO QITEP in Science before 17 April 2015. Send it via e-mail: rdcb@qitepscience.org and partnership.qis@gmail.com. The proposal contains the proposed activities with maximum 5 pages, paper size A4 (without cover, validity sheet, and appendix), typed by using Times New Roman 12, space 1.5, and normal margin.
